He embarked upon his career in the Office of the Newark City Clerk as a Legislative Analyst.  In this capacity Marasco worked on a variety of projects such as Newark’s first Cable Television Franchise agreement, multiple Economic Development legislative packages and was a part of the Clerk’s team that analyzed and conducted the City Council’s review of the annual municipal budget.  After a few years in this position, the City Council recognized Marasco by creating and appointing him to the new title of Deputy City Clerk.  Marasco served as Deputy for several years until he was appointed City Clerk, a role in which he served for nearly 30 years.

Some of the major initiatives that Marasco achieved during his time as City Clerk are:

  • The building of a four story state of the art award winning municipal archives and records management center;

  • Installation of a city-wide modern records management program as well as the digitization of City records dating back to 1836;

  • Innovative new processes in City elections such as real time coverage on local cable TV, use of various social media outlets, including live election night internet streaming, to engage local residents and the use of mobile phone voter apps all of which were unprecedented at that time for local elections.

After his retirement Marasco founded Smart City Strategies, LLC (SCS).  SCS serves organizations in both the public and private sectors.  Its major areas of expertise include strategic planning, management restructuring, operational audits, community engagement, business development and regulatory assistance.

In the past several years SCS under Marasco has successfully completed a significant array of projects in a broad range of areas.  These include: a yearlong intense community engagement endeavor for New Jersey’s premiere Public Utilities company; reorganization and restructuring of several local municipal governments; regulatory assistance for two major regulated corporations; guidance and advice to key Real Estate Developers for the permitting process; counselled a number of privately held multi-million dollar corporations, including one multi-billion dollar corporation, concerning local legislative initiatives.

Throughout his years in government service and now as a private consultant, Marasco has demonstrated time and again his vision, insight, astute problem solving, tact and tenacity in steering his clients’ needs to a successful conclusion in a timely manner.  He will do the same for you.
